In web farm scenarios, an app can be configured to use a UNC path to store its data protection key ring. By default, the data protection keys aren't encrypted. Ensure that the file permissions for the network share are limited to the Windows account the app runs under. An X509 certificate can be used to protect keys at rest. Consider a mechanism to allow users to upload certificates: Place certificates into the user's trusted certificate store and ensure they're available on all machines where the user's app runs.
