buffer: FreeCallback should be tied to ArrayBuffer

FreeCallback should be invoked on the storage disposal (`ArrayBuffer`),
not when the view (`Uint8Array` or `Buffer`) is disposed. This causes
bug and crashes in addons which create buffers and store only slices of
them.
