cjihrig 7dd82dd1c3 test: add common.mustNotCall()
This commit adds a mustNotCall() helper for testing. This provides
an alternative to using common.fail() as a callback, or creating
a callback function for the sole purpose of calling common.fail().

test: refactor test-debugger-remote
1. The test doesn't attach an event listener for `exit` events and
   removes them before killing. The intention is to fail the tests if
   the processes exit normally. This patch attaches the `exit` event
   handlers.

2. Replace `var`s with `let`s and `const`s.

3. Replace `==` based assertion with `strictEqual` assertion.

4. Use `common.PORT` instead of `5959`.

5. The test used to expect only one string "connecting to
   localhost:5959 ... ok", but the debugger actually emits another
   string, "break in test/fixtures/empty.js:2". This patch asserts if
   both of them are received in the same order.

Roman Reiss f29762f4dd test: enable linting for tests
Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.

test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

Jackson Tian a2ea16838f debugger: don't spawn child process in remote mode
When debug in remote mode with host:port or pid, the interface
spawn child process also. If the debugger agent is running, will
get following output:

```

This fix won't spawn child process and no more error message was
shown.

When use `iojs debug`, the tip information just like this:

```
Usage: iojs debug script.js
```

This fix will display the advance usage also:

```
Usage: iojs debug script.js
       iojs debug <host>:<port>
       iojs debug -p <pid>
```
