All hosts in CI return true for common.enoughTestCpu. At least for our
CI, it is always true, so we can remove it.

`common.isCPPSymbolsNotMapped` is used only by the tests in the
`test/tick-processor` folder. Move it local to those to get it
out of `common`.

`node --prof foo.js` may not print the full profile log file, leaving
the last line broken (for example `tick,`. When that happens, `readline`
will be stuck in an infinite loop. This patch fixes it.
Also introduced `common.isCPPSymbolsNotMapped` to avoid duplicated code
on tick-processor tests.

This makes the naming more consistent with existing properties like
isFreeBSD where the capitalization of the property name is consistent
with the conventional styling of the operating system.

The tick-processor tests are inherently non-deterministic. They
therefore have false negatives from time to time. They also
sometimes leave extra processes running.
Move them to their own directory until these issues are sorted. Note
that this means that the tests will not be run in CI. Like the inspector
tests and other tests, they will have to be run manually when they are
wanted.
