lib,tools,test: remove custom number-isnan rule
This commit removes the custom number-isnan ESLint rule in
favor of the no-restricted-syntax rule. It also applies the
rule across the entire codebase, instead of just the test/
directory.

Ruben Bridgewater e038d6a1cd
test: refactor common.expectsError
This completely refactors the `expectsError` behavior: so far it's
almost identical to `assert.throws(fn, object)` in case it was used
with a function as first argument. It had a magical property check
that allowed to verify a functions `type` in case `type` was passed
used in the validation object. This pattern is now completely removed
and `assert.throws()` should be used instead.

The main intent for `common.expectsError()` is to verify error cases
for callback based APIs. This is now more flexible by accepting all
validation possibilites that `assert.throws()` accepts as well. No
magical properties exist anymore. This reduces surprising behavior
for developers who are not used to the Node.js core code base.

This has the side effect that `common` is used significantly less
frequent.

lib: remove `env: node` in eslint config for lib files
This patch removes the redundant `require-globals` custom
eslint rule by removing `env: node` in the eslint config
and whitelist the globals that can be accessed in native
modules instead of black listing them. This makes sense
for our `lib/` files because here we are creating the
Node.js environment instead of running in a normal user
land Node.js environment.

lib,test: improve faulty assert usage detection
This improves our custom eslint rules to detect assertions to detect
assertions with only a single argument and fixes false negatives in
case unary expressions are used.
Some rules were extended to also lint our docs and tools and the lib
rule was simplified to prohibit most assertion calls.

Rich Trott b7661a8311 tools: prevent string literals in some assertions
String literals provided as the third argument to assert.strictEqual()
or assert.deepStrictEqual() will mask the values that are causing
issues. Use a lint rule to prevent such usage.

test: add eslint rule to verify assertion input
The input for `assert.deepStrictEqual` and similar expect the actual
input first and the expected input as second argument. This verifies
that this is actually done correct in our tests.

This is important so the possible error message actually makes sense.

Richard Lau 870ae72227 tools: add eslint check for skipIfEslintMissing
Add a custom eslint rule to check for `common.skipIfEslintMissing()` to
allow tests to run from source tarballs that do not include eslint.

Fix up rule tests that were failing the new check.

Enable additional rules that node either already adheres to
or it makes sense to do so going forward: for-direction,
accessor-pairs, no-lonely-if and symbol-description.

Fix all instances of no-lonely-if in lib & test and disable
accessor-pairs in test-util-inspect.

tools: add eslint rule for hasCrypto checking
The motivation for this commit is to pick up early on missing checks for
crypto support (when Node is built --without-ssl).

There are currently usages of common.hasCrypto which are not just for
detecting if crypto support is available and then skip the test in
question. For these case we still want to have a lint error generated
which can then be disabled using an ESLint comment.

Rich Trott aa6fac68da test: adjust indentation for stricter linting
ESLint 4.x has stricter linting than previous versions. We are currently
using the legacy indentation rules in the test directory. This commit
changes the indentation of files to comply with the stricter 4.x linting
and enable stricter linting in the test directory.

tools: rename eslintrc to an undeprecated format
As per ESLint documentation,
http://eslint.org/docs/user-guide/configuring#configuration-file-formats
the file format .eslintrc is deprecated. This patch just renames the
files to .yaml and the structure is already in yaml format.
