Notable changes:

- The UV_UDP_MMSG_FREE flag has been added.

Evan Lucas 4b6036a07b build,deps: add gen-openssl target
This adds a new make target to generate platform dependent
files for openssl on non-linux machines. The scripts we currently
have in place require linux. This adds a Dockerfile that installs
the necessary dependencies to be able to generate these files.

Previously, it was necessary to run `make -C deps/openssl/config`
on a linux machine. Now, as long as docker is installed and in
your `PATH`, it is possible to run `make gen-openssl`.

cjihrig 62443686d9 deps: upgrade to libuv 1.39.0
Notable changes:

- uv_metrics_idle_time() and UV_METRICS_IDLE_TIME have been added
  for measuring the amount of time the event loop spends idle.
- uv_udp_using_recvmmsg() has been added to determine if a buffer
  is large enough for multiple datagrams should be allocated in
  the allocation callback of uv_udp_recvstart().
- On MinGW, the installation location has been updated to match
  Unix systems rather than Windows.
- uv_fs_copyfile() now tries to use copy_file_range() when
  possible.
- The test suite is now reported to pass on Darwin ARM64 (Apple
  Silicon).
- uv_{get,set}_process_title() now returns an error on platforms
  where uv_setup_args() is required, but has not yet been called.
- The _POSIX_PATH_MAX constant is no longer used, which could
  lead to buffer overflows in uv_fs_readlink() and
  uv_fs_realpath().

Notable changes:

- The uvwasi_preopen_t now uses const char* for the mapped_path
  and real_path fields. Previously, these were not `const`.
- uvwasi_path_filestat_get() now properly handles the
  UVWASI_LOOKUP_SYMLINK_FOLLOW flag.
- uvwasi_options_init() has been added to reduce the boilerplate
  code associated with initializing uvwasi_options_t's.
- The DEBUG() macro has been renamed to UVWASI_DEBUG() to reduce
  naming conflicts with other projects.
- A compilation error on NetBSD 8.2 has been fixed.
- The uvwasi_fd_filestat_set_times() and
  uvwasi_path_filestat_set_times() functions now have proper
  implementations.

Matheus Marchini edaa56bb60
deps: patch V8 to run on Xcode 8
Patch V8 (wasm/wasm-module.cc) to remove const qualifier from type
passed to template call of `OwnedVector::Of`. Xcode 8 can't convert
'OwnedVector<unsigned char>' to 'OwnedVector<const unsigned char>' when
returning from a function (which is likely a bug on Xcode, considering
this worked on the prior version of Xcode as well as newer versions).
This workaround shouldn't affect the application, since the const
qualifier is preserved in the AsmJsOffsetInformation::encoded_offset_.

There's also a V8 test passing a const-qualified type to ::Of, but since
we don't test V8 on Xcode 8, it should be fine to leave it as is.

Patch V8 (compiler/js-heap-broker.cc) to remove the use of an optional
property, which is a fairly new C++ feature, since that requires a newer

deps: upgrade to libuv 1.38.1
Notable changes:

- A probable compiler bug in VS2019 was causing a
  failed assertion in libuv which appeared to the
  user as though the system clock was drifting. The
  `uv_hrtime()` code on Windows has been rearranged
  to work around the issue.
- On Linux, `uv_loadavg()` attempts to read from
  `/proc/loadavg` before falling back to calling
  `sysinfo()`. This works around a bug in LXC.
- A deadlock in the Windows TTY code has been fixed.
- An issue on macOS related to monotonic clocks jumping
  back in time has been worked around.

deps: add defines to nghttp3/ngtcp2 gyp configs
This commit adds two defines to ngtcp2, 'HAVE_ARPA_INET_H' and
'HAVE_NETINET_IN_H', and one define to nghttp3, 'HAVE_ARPA_INET_H' when
the operating system in use is linux.

The motivation for this is that currently, there are compiler warnings
generated for these libraries similar to the following:

../deps/ngtcp2/lib/ngtcp2_conv.c: In function ‘ngtcp2_put_uint16be’:
../deps/ngtcp2/lib/ngtcp2_conv.c:129:7: warning:
implicit declaration of function ‘htons’ [-Wimplicit-function-declaration]
  129 |   n = htons(n);
      |       ^~~~~

The inclusion of 'arpa/inet.h' is guarded by the 'HAVE_ARPA_INET_H'
macro (see deps/ngtcp2/lib/ngtcp2_conv.h).

These headers are checked by the ngtcp2 and nghttp3 builds using CMake's
CheckIncludeFile, and if they are available the above macros are defined.

I'm not sure if we need to have something similar to those checks or
ifit is alright to add these defines for certain operating systems.
Hopefully others will chime in and advice on how to handle this in the
best way.

    RunSingleMicrotask to report exceptions that occur in microtasks.
