Ash Cripps 77dd44078e tools: ignore build folder when checking links
We checkout build as a subdirectory as part of CI and
if you run `make test` instead of `make test-ci` you get
loads of errors about markdown link breaks. Ignore this
directory as we don't need to examine another repo

Rich Trott 26e660f962 doc: remove problematic auto-linking of curl man pages
The only instance of curl man page linking is in repl.md and it is
explicit. The magic autolinking in html.js creates a superfluous empty
link. Remove it.

Before, two adjacent links generated, with the first one having no text:

Rich Trott 4332f73832 tools,doc: remove "toc" anchor name
The _name_ attribute is obsolete. Changing it to _id_ in the case of
"toc" would result in a conflict with an existing id. However, there are
no links to "#toc" in our docs. And if there were, it would be more
appropriate to link to the id toc which is the toc for the individual
documents. So remove the anchor name entirely.

Mary Marchini a84716a21b
build: implement a Commit Queue in Actions
This is a (still experimental) implementation of a Commit Queue on
GitHub Actions, using labels and the scheduler event to land Pull
Requests. It uses `node-core-utils` to validate Pull Requests and to
prepare the commit message, and then it uses a GitHub personal token to
push changes back to the repository. If the Queue fails to land a Pull
Request, that PR will be removed from the queue and the
`node-core-utils` output will be pasted in the Pull Request.

An overview of the implementation is provided in
doc/guides/commit-queue.md, as well as current limitations.

Rich Trott 6f12643142 doc: use _Static method_ instead of _Class Method_
Our docs describe static methods as Class Methods which seems
idiosyncratic for JavaScript. Align with MDN which calls them static
methods.

JSON format for our docs will still use the key name `classMethods` for
this. I would like to change it to `staticMethods` but I don't know if

Anna Henningsen 318c982f3b tools: fix C++ import checker argument expansion
Makefile assumes that it can pass a list of files to the import
checker, whereas the import checker expects a single argument
that is interpreted as a blob.

Fix that mismatch by accepting multiple arguments in the import
checker.

test: add Actions annotation output
It's possible to annotate failures in Actions by printing
"::error file={},line={},col={}::{message}". This methos is preferrable
over using a problem matcher because problem matchers only allow
single-line messages, whereas ::error allows multi-line messages.

module: unflag Top-Level Await
This unflags Top-Level await so it can be used by default in the module
goal. This is accomplished by manually setting the
--harmony-top-level-await flag. We are allowing this as a one of
approval based on circumstances. It is not a precedent that future
harmony features will be manually enabled.

build: auto start Jenkins CI via PR labels
Add an Action that will find every PR with the `request-ci` label and
will start a Jenkins CI for each of these Pull Requests. The scheduler
event is used to circumvent GitHub Actions limitations on Pull Requests
from forks (where secrets are not accessible and the GITHUB_TOKEN is
read-only).

If the Action fails to start a CI, it will add a `request-ci-failed`
label and will leave a comment with the error message from NCU.

iandrc f93e3a3952 build: toolchain.gypi and node_gyp.py cleanup
Removed `linux_use_gold_flag`, `linux_use_bundled_gold` and `linux_use_bundled_binutils` flags from
`tools/v8_gypfiles/toolchain.gypi` and `/tools/gyp_node.py`.

tools: add linting rule for async IIFEs
The result of an async IIFE should always be handled in our tests,
typically by adding `.then(common.mustCall())` to verify that the
async function actually finishes executing at some point.

the builtin snapshot and deserialize the loaders from the
